ICG AGM 2017

The keynote speaker at the ICG AGM was Andrea Sutcliffe, Chief Inspector of Adult Social Care with CQC.
Other speakers included Adam Hartrick from Hempsons Solicitors speaking on Safeguarding, Security and Safety, and Neil Eastwood of Sticky People, back by demand, speaking on recruitment and retention.
James Levine spoke about 'Florence' a new App to help with recruiting temporary nurses. The AGM was held at The Marriott Hotel, York and was very well attended

Spring Budget 2017

In March, the Chancellor Philip Hammond announced an extra 2bn to fund adult social care over the next three years.
He said 1bn of the cash will be released in 2017-18 to allow councils to 'act now' and commission more social care packages to 'relieve pressures on the NHS'. The remaining funding to be provided in 2018-19 and 2019-20. The care sector called on the government to ensure that the money makes it way to frontline services.
There was always going to be problems with a three year allocation of diminishing amounts of money and how to spend it.

Then in July, Health Secretary Jeremy Hunt, announced extra conditions around how the money is to be managed and spent under the Better Care Fund. It included the threat to review 2018-19 allocations for any councils that fell short of delayed discharges targets set by central government.
At this point the Local Government Association (LGA) withdrew its support for the guidance.

NYCC and CYC, in co-operation with the NHS and partners, are currently considering how to spend this money and to improve discharge rates from Hospital, in a way which will not incur ongoing expenditure.

The Government is quick to proclaim that it has given 2bn to help social care, but providers are questioning whether it will solve the issue of fewer care packages being given to older people, and the problems of staffing and low fees.
